The threat of terrorism can be more deadly than the actual event.

One of the most common acts of terrorism, that is usually limited in its devastation, is the car or bus bombing. The next act of terrorism with a wider scope of impact is when transportation gets targeted. An example is the subway bombing that took place in London a while back. The idea is to instill a fear of travel in the populace, again disrupting the economy. Of course, the deadliest form of terrorism the survivable threat is that act that equals or surpasses 9/11 in scope. These acts of terrorism, while requiring a great deal of time and money on the part of the terrorist, are the most feared because of the widespread impact. More and more it seems that terrorists prefer to plan these types of devastating acts. Fortunately, the law enforcement communities here and abroad have successfully foiled the plans of several terrorist cells.
How does one turn something that massive and far reaching, into terrorism the survival threat? The obvious answer is preparation. Since 9/11, the idea of terrorism the survivable threat would absolutely be denied by many people. In fact, those who were directly impacted would get irate at the very idea that acts of terrorism can be survived. While the ultimate result of a terrorist act is death, and by its very nature, not survivable, more people while injured will survive.
Even an attack like the attack on the Twin Towers pales in comparison to some of the attacks that are rumored to be planned. Even the head of Homeland Security mentioned that an attack of massive scale, involving several cities and possibly even nuclear devices was not beyond expectation. This type of attack while national in its impact is also the most survivable threat.
